Migration of oracle database from 12c to 19c

Hi Experts,

I have 2 questions

1)Our source os version is rhel 7 and target os version is also same as source.

Source database version is 12.1.0.2.0 and in target we installed 19c software.

We need to copy the data from source to target.In this case,can we use rman restore/duplicate?

2)can rman restore/duplicate be used if source and target os versions are different.like source is rhel 5 and target is rhel 7?
