Oracle EM 13.5 reporting 19c database as OPEN then UNKNOWN repeating every couple minutes

I was experiencing this issue with Oracle Enterprise Manger 13.5 on a 19c Multi Tenant database.

The Host node also happened to be the same one that EM is running on and its EM repository.

EM was reporting the database state, of the Root and PDB container, as OPEN and then UNKNOWN repeating every couple minutes.

I think it worth adding this strange behavior to the knowledge base as MOSC search did not yield the simple solution to this issue but pointed towards Patches and other obscure info.

The problem was quite simply that the DBSNMP user's password had expired and apparently is used with the agent to query for the Database status?
