Enterprise Manager Base Features installation

I have a production system with 4 database servers: primary system with two RAC nodes, active dataguard replicating to a secondary system with two RAC notes.

I want to install Enterprise Manager and use the base (free) features. We are not licensed for any extra packs at this time.

What exactly do I need to do? Install Enterprise Manager cloud control (latest version) locally on the server(s)?
