Unexpected error While applying Patch 31856789

Dear All,

We are using EBS 12.1.3. database: 19c (19.13). OS: OL 7.3.

We are upgrading to 12.2. While applying patch: 31856789:

adop phase=apply apply_mode=downtime patches=31856789.

Following error raised. Worker reported this error:
