How to handle the extra cost in moving average cost

I use EBS R12.0, moving average costing method.

Our scenario likes this:

Assume we place a PO for Item A, the Price is $10 per units and the quantity is 1000. Assume the on hand quantity is zero, then when we receive the PO, the unit cost of item A is $10.

But, due to we request to pull in the schedule, the vendor charge us an extra expedite fee $500 for this shipment. Is it possible to add the extra $500 into the inventory value?
