OEM targets showing status as N/A

Hello experts,

I have a query from customer regarding some targets showing up with state 'N/A' in OEM v13.4. I've looked up for clarification on this status, and ended up with definition 'N/A' = Target availability state does not apply (https://docs.oracle.com/cd/E91266_01/EMADM/GUID-869EE7F5-ED8B-44F3-9E2F-08DBA37ECBC1.htm#EMADM15117)

I cannot find further explanation on this status.

Can someone provide a more accurate explanation on this status? Are the targets listed just for info purpose only?

P/S the list below shows targets with status N/A.
