what opatch to use with OEM13.4.0.15 Patch Agent 33731848

I am attempting to apply "Patch 33731848: Oracle Enterprise Manager 13c Release 4 Platform Update 15 (13.4.0.15) for Oracle Management Agent" to our OEM Agents. The pre-patching analyze failed saying the opatch (In the OEM Agent ORACLE_HOME) is version 13.9.4.2.2.

So I need to patch the opatch (in the OEM AGENT ORACLE_HOME) first before applying patch 33731848; however, the patch note for 33731848 do not point a patch for the opatch.
