Limited permission on EM GC 13

I'm managing several dozen instances and several hundred PDBs using Oracle avec EM Grid Control.
I wish provide the access to SQL Monitor to a specific user, on some specific PDBs.
I already created the user on EM GC... and the same user on the specific PDBs (with connect, create procedure and select catalog role). I provided him the minimum permissions :
- PUBLIC & EM_USER role
- connect to a target privilege
- Targets : the necessary PDBs with Full parameter
- Resource EM privilege : none
I'm currently able to connect, and to see the necessary targets... but the main part of the menus are disabled (missing permissions).
