EBS 12.2 - Costing By Serial Number?

We are thinking of moving one of the manufacturing units (currently not in Oracle) into Oracle as an inventory Org. 90% of the items in that manufacturing unit have Average Costing (same as the other org's in Oracle). 10% of rest (high value items) use Actuals Costing and are serial controlled and currently costing is actuals.

How can I avoid creating a separate inventory org for these 10% items?

How to track cost at serial level?

We dont want to create unique part number for each serials.
