Question regarding Delivered Tiles in PUM39

We are planning to move from PUM 24 to PUM39 and i have below questions .Could you please help me out.

1. I am trying to figure out the navigation to Configure and enable Employee Snapshot (HCTS_ESNAP_CFG_FL) component. When i logged into PUM39 DEMO and upon selecting Talent Administrator and upon clicking Configure Employee Snap shot i am getting "You are not authorized for this page"even though I have Talent Summary Admin Fluid role. Please advise how i can access Configure Employee Snap shot.

2.I am trying to figure out from whcih navigation I can change the image of a delievered tile.Can we change delivered tile label and delievered tile image?
