Allowing alarms not working

Using EAGLE 46.7.5

Attempting to uninhibit alarms that are in a in service state, and am told that the alarms are already enabled.

I then try to inhibit these alarms and am told that they are already inhibited, so these alarms are both inhibited and allowed at the same time.
