Getting error when You Do Not have permission to access this functionality

This is a general query regarding the webadi integration. My colleague is getting the error 'You Do Not have permission to access this functionality' when accessing the webadi document creation screen. We checked the profile value as per Doc ID 2476894.1 , but the Value is not set to Y for me & my colleague, and we checked in Responsibility Level as well. It's not defined and we both are using same Responsibility. I'm able to use the document creation function without any issues.

Anyidea what could be the reason?
