Self-Service 403b change outside of Open Enrollment directly updates SAVINGS_PLAN?

Hi, in testing, Self-Service 403b change outside of Open Enrollment directly updates SAVINGS_PLAN. And this seems to cause subsequent changes that come through BAS Activity to not work.

Is there a way to make the self-service changes to 403b amounts and vendor %s come through BAS Activity?
