How does Tuition Calc choose between multiple academic plans under one program

If a student has multiple academic plan codes under a given program, and we drill down to the academic plan level to assign tuition groups, how does tuition calc know which academic plan is the correct one?

Is there a solution that can be used in configuration that can help the decision process? Or is this something RegRec could/should address?
