Fluid Delegation - How to cascade to another proxy?

I'm in the process of setting Fluid Delegation and I don't understand how to delegate an accepted delegation from Manager A to Manager B. I have "Cascade Delegation" selected at the Installation level and on the individual transactions we allow to be delegated. I was able to verify that fluid delegation is working but just can figure out the cascading feature.

Do I return to "Create Delegation" and start from here? Or, is there another step in the process that I'm overlooking. For some reason, I'm not grasping how to delegate to another employee.
