Custom search page in Reusable region

We are using Oracle Cloud application, release 21D (11.13.21.10.0). We have a custom page over a custom object that needs to be accessed by Employees and Administrators. We would like to restrict Employees to only review their records. For this, the default layout page in the Reusable region was duplicated and a role attached to the duplicate page with the assumption that anyone who has that role will use that search page that has limited fields available and the admins (who won't have that role) will use the default search layout. This functionality does not seem to work since the default page is always being displayed. Has anyone encountered
