ClassCastException in newly upgraded 12.2.10 instance

We are in the process of upgrading EBS to 12.2.10 and have come across an error that we only see when using EIS Reporting tool. We see this error when creating or editing a report. We cannot replicate this with any other web page functionality within EBS.

oracle.apps.fnd.framework.OAException: java.lang.ClassCastException: java.lang.Boolean cannot be cast to java.lang.String

Full exception is attached.

This is making us scratch our heads as we cannot continue with the upgrade until this is resolved so I am hoping someone can help me out to resolve this. I see lots of patches that are for fixing this but I am not certain which one goes with what.
