BUG 25874796 - WINDOWS DB BUNDLE PATCH 11.2.0.4.170531

Oracle Database version: 11.2.0.4 Enterprise Edition

SO: Windows Server:2012 Standard Edition

I need to download this path for applying to database above mentioned it.

Because we have the following issue:

ORA-29273: HTTP request failed

ORA-06512: at "SYS.UTL_HTTP", line 1720

ORA-28860: Fatal SSL error

ORA-06512: at line 1

Using SELECT utl_http.request('https://xxxxx',null,'file:certificatepaht') from dual;

And may be this path can resolve this problem. But from My Oracle Support I can't download it because is asking me a password and I don't know what password is.
