How to migrate Oracle forms to APEX 21.1

I'm trying to migrate Oracle forms to an APEX application .The document says to create a migration project found on the right side of Workspace home page(Oracle Forms Migrations option) well i am not able to find this option on my home page (APEX version 21.1.7).Are there any alternative options to do so ,also i am trying this on an Always Free instance
