ECC creating a new tab, where do I create new page layout?

Hello All,

Sorry newbie question here. I'm trying to create a new tab in the Payables Command Center. (R12 v6).

I think I've followed the instructions correctly up to this point (thanks to Nashwa), but am stuck on "create a new page":

I don't know where I create a new Page layout? I assumed you go into the Payables Command Center and click on the "Personalize Page" in the Settings:

But when I click on Create Item, next to Page Layout above it does not give me an option in the "item Style" for page layout or even a sub tab.
