Pending Status Retro Pay Timecard batch getting pulled into Payroll

JDE 9.2 - Timecard Automation Module - Retro pay rule. Created several Retro Pay rules with different from/thru work dates. We submitted each of the retro rules and it generated a timecard batch for each rule with a "Pending" Status. We then approved only the first Retro Timecard Batch using the P186601 Form Exit (Retro Pay - Work With Timecard Automation Batches), which changed it from Pending to Approved Status. We did not approve the other batches attached to the other Retro Rules (and they still show as Pending), but ALL of the timecards got picked up in the test
