Has anyone ever set up a sliding scale deduction in PNA?

I'm wondering (at a high level) if anyone has ever created a sliding-scale type of deduction in PNA? (we are hcm v9.1)
We have a retirement deduction in place which is currently a static percentage for all employees. They want to implement a process where the percentage increases based on where your hourly rate falls (4 tiers to be defined).
I'm wondering if anyone has had to do something similar and how creative you got to accomplish it (at a high level). We have thought of leaving our current deduction in place, and then creating new deductions, somehow, for the 'difference', if you now are required to contribute at a higher level.
