App server indicating CPU starvation . Timeouts on the apps server

Hi Every one

Good day

We have 19c RAC with 12c home and 19c . home. Basically running 3 main databases .

Issue - One of the apps servers connecting to 19c home reported cpu starvation repeatedly on a day during the day .

We have taken the OEM graph for overall CPU utilization and AWR report for the instances running on the DB server .

When looked at AWR report for the database instance cpu stats and os CPU stats(host) varying on both the databases. instance cpu will vary(understood as they are different databases) , Why is OS CPU stats different on both the instances on the server . My understanding since OS is same( same server) for both the cpu stats should be the same . but they are showing different . Why
