SmartView not showing up in Excel after successful admin install

I came from this Support article https://support.oracle.com/epmos/faces/SearchDocDisplay?_adf.ctrl-state=3ndno2kjo_453&_afrLoop=208400268024826#CAUSE with DOC ID 2342092.1

I think we all made the right setup before installing Smart View. And all seems to be in good order after installing--COM and Excel add-ins are both enabled, even the Trust Center settings seems to be in good order. But it seems like Smart View does not get added to the Excel ribbons. Need help.
