Is TAD Setup mandatory to generate Charge Account for POs in Oracle Cloud ?

We were looking for reference if it is possible to Create/update PO charge account directly via API /FBDI with no TAD rules setup . We have both Inventory and Expense type Purchase Orders in scope . We went through multiple documents in Oracle Support , however most of them mentioned setting up TAD Rules to derive Charge account .
