returned req line and entire req is in Returned status and cannot be updated

We have had several instances where a line on a requisition has been returned by the buyer, the rest of the requisition is on PO(s). The returned requisition line is correctly showing zero qty and cancelled but when looking at the requisition, the status is returned. Even if a change is made on the requisition and it is re-approved, the Requisition status is still showing returned.

It is not preventing the lines from being received or paid, but causing an audit issue with procurement since the req isn't showing status of approved. Is this standard functionality since the status is at the header level not the line level or is this a bug? We are on an older version of Oracle EBS.
