How to create Transfer Funding Request

End user previously submitted a requisition. Another department is indicating that he needs to submit a transfer funding request in order to complete initial stage and move to supervisor for approval. Under manager self-service the transfer fund project request is not available for user. Is that the option that we would need for this particular process?
