Oracle WCC Component Wizard Not Opening

I'm unable to open any executables, mainly the component wizard. I have set the Java_Home in the system variables. When opening the component wizard I receive the prompt below. How can I fix this?

"Launcher.exe version: 11.1.1.4.1 (internal 7.3.2.0)


Usage: Launcher [-help] [-debug] [-fileDebug] [-show varname] [-dumpFormat format] [-dumpVariables|-dumpEnvironment] [-version] [-console]


and up to one of the following:

  [-install_autostart [-asuser UserName Password]]

  [-install [-asuser UserName Password]]

  [-dependent "Dependent Service"]

  [-remove | -uninstall [-idcServiceName "full service name"]]


This executable can be used to launch any Java Application, either in

a console window, as a windowless application, or as a NT Service.
