Set a promotional modifier between three item categories

Here we have three item categories for example A,B and C.need to set a promotional modifier as buy any two product from three item categories and get another one seperate item free. we need to use it in breaktype reccuring

Is there any way to set a modifier for this requirement. Kindly help
