How to process "Supply Partial" lines to "External Req Requested" when ship set is applicable?

We want to ship the whole order together but the buy item is partially available. e.g. 10 quantity is requested & only 4 is available. We want the PO for the remaining 6 quantity get generated as part of back to back process without shipping the available 4 quantity (ship set is already enforced).
