Install Oracle Database Gateways 19c issue

We have install 19c database and applied CPU patch 31719903 Windows Database Bundle Patch : 19.9.0.0.201020 (31719903) successfully. So far so good.

Now we want to Install Oracle Database Gateways 19c and end up a warning (see below).

Questions

  1. Is there a Oracle Database Gateways (19.9) we can use without rolling back the patch?
  2. What is the implication if we ignore the warning and hit "Yes"?

You may rollback the interim patches 'Interim Patch# 31719903' using OPatch for consistency before performing the upgrade.
