P40ITM1 not showing Grid Format controls

Hello everyone,

I have a strange one. We have discovered that P40ITM1 (Item Search & Select) in SO Entry no longer shows the buttons to work with custom grids. It won't even let me move a column to trigger creation/save of a new layout. We know we have done it in the past as P98220U has everyone's personal forms in Edit mode. I did discover that if I click on mine in P98220U, I can get the controls, so I created a new grid format and shared it. Users can see it in the dropdown list, but
