Rollback Opatch to address security vulnerabilities?

Weblogic version: 12.2.1.3.0

We're attempting to apply patch p33494824 (to address vulnerabilities CVE-202-14882 and CVE-2020-2725) on our Inbound Refinery Weblogic server. Readme for this patch states that we must first apply patch p33385024. The install of patch p33385024 failed with the following error message:

[Mar 6, 2022 3:19:08 PM] [SEVERE] OUI-67073:UtilSession failed: Patch 33385024 requires component(s) that are not installed in OracleHome. These not-installed components are oracle.nginst.common:13.2.0.0.0, oracle.nginst.common:13.2.0.0.0,

The current version of OPatch installed is 13.9.0.0.0

Our goal is to address these vulnerabilities. Adding patch 33385024 isn't the priority.

How could we make it work?

How could we install the 13.2.0.0.0 Opatch if don't have the backup of Oracle_home?
