Do I need to install Oracle Client 19c with my Oracle Database 19c for precompilers?

Hello,

1) Does the Database 19c include the Oracle Client software? Is it necessary to install Oracle Client to get the precompilers, for example? Does the Client come with software that is NOT included with the database installation software?

We are upgrading our 12.1.0.2 Enterprise Edition on Solaris SPARC 11.3 to 19c. We do have pro*c and pro*cobol programs.

2) If I do need to install Oracle client, can that be installed in the database oracle home? I understand that is not OFA compliant though.
