Cause of ORA-12514 and how to resolve this error

Dear everyone,

Kindly assist us with the above error. We have oracle database 12c deployed at our site.

During this gone weekend, we lost power and now have issues with application connecting to the database. The error we are getting is that "Listener refused the connection with the following error:

ORA-12514, TNS; listener doesn't currently know of the service requested in connect descripttor
