GC CR MULTIBLOCK REQUEST - 19c during index rebuild

CDB/PDB: 5 nodes rac

DB version: 19.13 / OS: OEL 7

MTU: 1500 Hugepage: 117248

we recently moved from 12.2 to 19c. In our data load job, we noticed that rebuilding of indexes are taking lot longer in 19c then 12.2. When I review OEM/AWR, it shows "gc cr multi block request" wait.

We changed the parameter "parallel_force_local" = true but that did not help

As a test, I created this table(21 million rows) in 19c and rebuild indexes and it took on 34 seconds compared to when these indexes are built during data load takes around 12+ minutes
