How to stop/cap number of leave accrual hours that can be earned (ie; can't earn more than 56 hours)

I have a requirement to set up an accrual plan where employees earn 1 hour for every 30 hours worked BUT the max they can earn is 56 hours. 

Per several MOS documents and from my testing, setting the value for “Ceiling” in the accrual bands does not meet our requirements.  Setting the “Ceiling” will stop the accrual until leave is taken and net entitlement falls down below the 56 hours limit and then it will start accruing again.

I need the max they can accrue/earn to stop at 56 hours regardless of what the net entitlement is.

Anyone know of a way to stop the hours accrued at a set value (ie 56 hours)?
