Systemic problem with Transfer Order Cancel Messages in Multi-Facility DRP

Hello,

We have had a systemic problem with cancel messages for transfer orders (ST/OT) between supply and demand plants. The problem seemed to happen all of a sudden a few years ago. I am new to the company and am tasked with trying to understand the behavior. We have a number of demand branches (32,33,35,36,37,40, etc.) and two supply branches that feed these demand branches. The problem is systemic (meaning the DRP output is consistently wrong) between all of these branch relationships.

As an isolated example, Item ATH55 has Demand Branch 33 and Supply Branch 31. Branch Relationships are determined by Master Planning Family=SWH. Availability Checking is Off. Branch Level = 999 (and I'm aware of the situation where 999 needs to be SQL'd in order to be changed, but nonetheless this relationship is the largest number possible and is therefore calculated first-in-line).
