Restrict customers with addresses in embargoed countries

We have a requirements where we our Oracle ERP shouldn't allow customer creation with addresses in few countries. Does any one have a solution on how this can be achieved.

Ex: Oracle ERP should not allow with an address in North Korea/IRAN etc.
