oracle-database-preinstall-19c download for Solaris x86 server without internet connection

I am working in an air-gap server environment and trying to do a new install of Oracle Database 19c.

How do I find and download the preinstall package?

Are all of the required OS Packages bundled in that preinstall package, or does the preinstall package rely on an internet connection to download everything on the fly?
