cell ram cache population wait events

Hi, I have recently come across "cell ram cache population" wait events (a background wait event in class "Other") on a few databases which got me looking deeper. Occasionally they are substantial - I have seen in them in the top 5 background waits events. I understand that cell ram cache is a memory layer on Exadata, and I have read of the benefits in these two articles:

I have found that, though we have exadata storage capable of using it (exadata x7's with images>18.1 and db versions>18) our storage engineers never enabled cell ram cache usage (ramCacheMode=Auto and ramCacheSize=0) (and by the way we have initiated discussion with them about it).
