Workflow status is not going into purchase release eligible - R11i

in Order and Service Management (Communications Industry) (MOSC) Question

Hello, i am trying to create a SO for drop shipment. However the workflow status stays into Purchase release - deferred. Please advise how can this workflow be changed into Purchase release - eligible.
