Oracle OTL and Time/Pay question

Oracle EBS 12.2.4. Project (Manufacturing/Accounting/Costing) organization

Oracle HRMS is not the core HRIS tool but is synched daily with the HRIS software.

We have OTL where project engineers enter their time (against Project and Task). Trying to add contingent workers also to use OTL. We also have ADP for time and pay (employees clock in and out (enter time) normal/sick/vacation etc).

Is there any single Oracle module that can do OTL and time/pay?
