Missing ALL definitions of coordinate systems in SDO_CS_SRS after manual instal of Spatial

Hi!

I'm in the process of installing fresh Oracle 19c Standard Edition with intention of using Spatial component. After successful installation and application of patches to 19.14.0.0.0 of server software I found our that I'm not able to use SDO_GEOMETRY datatype (it was discovered while importing data exported from Oracle 12g standard edition). After consulting oracle support knowledge base I found out that Locator option is now replaced with free to use Oracle Spatial (with limitation on some functionality) and I moved to install Oracle Spatial manually (using  @$ORACLE_HOME/md/admin/mdinst.sql script). Second attempt to import data containing spatial data resulted in
