Setting up a user to view top running SQL queries

We had this user setup and working in OEM 12.1.0.5 however we can't seem to get him configure in a new OEM 13.5 installation. If i log into OEM as sysman and into the database as system then OEM installs the necessary packages for ADDM and ASH Analytics and sysman/system can access them just fine. When my user comes into the same database it tells them that they don't have the privilege to install the packages. They should already be installed and the user just wants to view the data. What am I missing?
