Why EM Console Service Test is not UP?

Hello Community,

On OEM Cloud Control 13c, EM Management Beacon is up, but EM Console Service Test is down. The EM Console Service Test alert message is: "EM Console Service Test from EM Management Beacon is down; Details: Received fatal alert: handshake_failure--https://<address>:7802/em/faces/consoleStatus.jsp"

How can I resolve this issue?
