Migration to 19c

Hi,

suppose, we have some stand-alone servers with achaic versions of Oracle database (10.2.0.3, 11.2.0.2). The servers were correctly licensed, but the support is not paid anymore. Now, we would like to upgrade these databases to current version (19c). What is the correct procedure to gain support for these servers, to be able to upgrade these databases to latest version.
