Costly query after Oracle upgrade from 12.2 to 19C - merge join outer and buffer sort

Trying different hints (NO_USE_MURGE) to use per seeing costly MERGE JOIN Outer in explain plan but no luck, whatever ran 2 sec now runs for days. Costly explain plan (part of it):
