Note 260494.1 Difference between YTD-Actual And YTD-Actual (FY End) applied for Budget too ?

In SR: 3-29027828061 customer did not get values for a column type YTD-Budget(FY End).

I reviewed the note: What Is The Difference Between FSG Amount Types YTD-Actual And YTD-Actual (FY End)? (Doc ID 260494.1) and is the same situation of the Customer(last month of the calendar had not ever been open) but instead of YTD-Actual(FY End) Customer are using YTD-Budget(FY End).

In this case applied the same for type YTD-Actual(FY End) ?
