US - How to override the Local Tax Rules rate for Louisville, KY

Oracle EBS is currently taxing all Louisville employees at the 1.45% tax rate. System should charge an additional rate of 0.75% flat tax for resident employees of Louisville. How do we override the rate to 2.2(1.45+0.75) for all the employees from this location. We have only resident employees working form this locality
